AG Pruitt Charges Oklahoma City Counselor with Medicaid Fraud


OKLAHOMA CITY – Attorney General Scott Pruitt’s Medicaid Fraud Control Unit Tuesday filed charges against an Oklahoma City youth and family counselor for allegedly billing for sessions that never were provided.

Sylvester Edet Atakpo, 56, of Moore, was arrested late Tuesday after being charged with two counts of Medicaid fraud. According to the charges filed in Oklahoma County District Court, Atakpo allegedly billed the Oklahoma Health Care Authority (OHCA) for $11,268 in fraudulent claims. He billed for 111 sessions, but allegedly conducted only four.

While examining school attendance records, parent testimony and hospital and treatment records, investigators found that the records did not match. At the time of the alleged incidents, Atakpo was a therapist and president of the board of directors for the now shuttered Demson Counseling & Associates Inc. Atakpo is a licensed alcohol and drug counselor under supervision and is currently employed with New Life Family & Youth Counseling Services.

The AG’s Medicaid Fraud Control Unit is the only Oklahoma law enforcement agency dedicated to the investigation and prosecution of Medicaid fraud. The Unit helps raise awareness as well as investigates and prosecutes provider fraud and abuse of residents in Medicaid-funded nursing homes.
